This afternoon, at the signing ceremony for the Wenzhou Lithium Battery New Materials Industrial Base Project, Longwan District reached a cooperation agreement with Zhejiang Weiming Environment Protection Co., Ltd., Chengtun Mining Group Co., Ltd., and Tsingshan Holding Group Co., Ltd. to jointly invest in and construct a 200,000-ton annual high-nickel ternary cathode materials project in Wenzhou.
Liu Xiaotao, Standing Committee Member of Zhejiang Provincial Party Committee and Secretary of Wenzhou Municipal Party Committee, attended the ceremony. Zhang Zhenfeng, Deputy Secretary of Wenzhou Municipal Party Committee and Mayor, delivered a speech. Municipal leaders Ge Yiping, Chen Zuorong, Wang Jun, and Wang Zhenyong witnessed the signing.
On the afternoon of April 24, at the scenic Qingshan Garden, the company signed a strategic cooperation agreement with Chengtun Mining and Tsingshan Holding for the lithium battery new materials project. The parties will jointly plan, invest in, and develop projects including high-nickel matte refining, high-nickel ternary precursor production, high-nickel cathode material production, and related supporting facilities, targeting an annual output of 200,000 tons of high-nickel ternary cathode materials. The equity structure is as follows: Chengtun Mining holds 30%, Tsingshan Holding holds 19%, and Weiming Environment Protection holds 51%.
Chengtun Mining, with over a decade of experience in non-ferrous metal development, brings extensive expertise and technical capabilities. Tsingshan Holding, a global leader in stainless steel and a Fortune 500 company, produces raw materials, intermediates, and batteries for the new energy sector. Weiming Environment Protection, with nearly 100 environmental projects nationwide, excels in technology R&D and corporate management. This collaboration leverages the strengths of all three enterprises to achieve synergistic effects and compete in the new energy sector.
Since entering the environmental protection industry in 1998, Weiming has grown into a national leader, expanding from initial waste-to-energy project investment, construction, and operation to a full solid waste treatment industrial chain. Despite the pandemic, the company has maintained steady growth.
In 2022, the company embarked on a new journey. At the beginning of the year, it partnered with Merit to invest in, develop, and construct a laterite nickel ore smelting project in Indonesia, with an annual production capacity of 40,000 tons of nickel metal in high-grade nickel matte. The project is currently progressing smoothly. The Wenzhou lithium battery new materials project will serve as the downstream industry for the Indonesia project in China, leveraging the synergy between upstream and downstream sectors to maximize the advantages of the industrial chain.
This afternoon, the three enterprises signed the cooperation agreement with Longwan District, finalizing the project’s location in Wenzhou’s Longwan District. Notably, the founders of Tsingshan Holding and Weiming Environment Protection are both Wenzhou natives, reflecting their commitment to their hometown.
Chairman Xiang Guangming stated that Weiming’s passion for industrial-driven patriotism remains unwavering, and he hopes the project will catalyze industrial clustering and inject new momentum into Wenzhou’s development.
Mayor Zhang Zhenfeng emphasized that the project aligns with Wenzhou’s focus on new energy development. He expressed confidence that the collaboration among the three enterprises will create a landmark project for Wenzhou’s high-quality growth.
